NEW YORK — NBA owners on Thursday approved draft lottery reform and guidelines for the resting of healthy players in the regular season.The lottery reform is an attempt to disincentivize losing and curtail teams from trying to get a better chance at obtaining a top draft pick.The three highest lottery seeds will now each have a 14 percent chance of getting the top pick compared to 25 percent for the team with the worst record, 19.9 percent for the team with the second-worst record and 15.6 percent for the team with the third-worst record in the lottery system used since 2005.“Lottery reform was important because there was a perception in many of our communities that the best path to rebuilding their teams was to race to the bottom,” NBA commissioner Adam Silver said. “I don’t necessarily agree that that’s the optimal strategy to create a great team, but it became currency in this league. So much so that there were situations in many of our team communities where the team felt under pressure to engage in that strategy, even when they didn’t think that was the best strategy to build their team. “NBA Draft Lottery reform is a meaningful step in our continuous effort to enhance the quality of our games,” NBA president of league operations Byron Spruell said. “These changes were necessary to improve the competitive incentives for our teams.”The number of picks determined by the lottery will also increase to four from three, meaning the team with the worst record could fall to the fifth pick compared to the fourth pick in the previous lottery system. The team with the second-worst record will pick no lower than sixth, the third-seed no worse than seventh and the fourth seed no worse than eighth.The new lottery system will begin with the 2019 draft so teams can prepare and plan.While Silver and the league’s front office pushed for adopting this reform, it is not popular with all team executives, especially ones playing in small and mid-markets.Some executives in those markets believe the best way to get a franchise-altering player is through a draft and that this reform hurts their chances to draft that kind of player.Opponents also see the reform as simply moving where the tanking happens. Instead of the very worst teams trying to finish with the worst record, they envision a scenario where teams in the middle or at the end of the lottery tank to improve their chances of getting a top-3 or top-5 pick.But the league is more concerned right now about the teams trying to get the best lottery odds. In consecutive seasons, the Philadelphia 76ers “trusted the process” and lost 63, 64 and 72 games. The league wants to avoid those situations, or one such as last year when the Lakers and Phoenix Suns lost late-season games while sitting healthy players. To be fair, the Lakers won five of their final six games (at the time, angering many fans in favor of them losing as many as possible). Despite lesser odds, the Lakers (26-56) secured the No. 2 pick and Phoenix (24-58) picked fourth.By flattening lottery odds at the top, the league believes it is eliminating the idea that a team has to be the worst of the worst to improve. Supporters of the proposal reason that bad teams can still improve through the draft without “tanking,” which has been a public-relations problem for the league.“There is no longer an incentive to try to calibrate between the worst record and the second-worst record, and the second-worst record and the third-worst record,” Silver said. “But at the same time it recognizes that poor-performing teams do need to get high draft picks as a legitimate way to rebuild their team.“It’s a combination of perception, but substance too. That there was too great an incentive for teams to embark on that strategy under the current odds.”The resting regulations give Silver the ability to fine teams for sitting healthy players in instances that include nationally televised games. That legislation needed a simple majority to pass.“It ultimately is my hope that the rules go in the drawer and that teams step up here and see that there is a larger obligation to our fans, to the basketball community,” Silver said regarding the rest issue.Silver will have the discretionary ability to fine teams for resting players in several instances, including sitting multiple players outside of unusual circumstances in a single game, and healthy players in nationally televised ESPN, ABC and TNT games.When teams decide to rest players in games, they’ll be encouraged to do so for home instead of away games. Star players sitting out are expected to be on the bench during games and encouraged to be accessible to fans for interaction before the game.The league announced that any violation of the new resting rule will be deemed as conduct prejudicial or detrimental to the NBA.
