Sultan Qaboos for example signed a defence pact with India in 1972 Delhi’s reluctance to build on the agreement underlined the general decline of emphasis on defence diplomacy in India’s foreign policy In the Gulf Delhi’s focus remained riveted on coping with the challenges of growing energy dependence on theregion and managing the export of its expatriate labour Pakistan however played an important role is sustaining the security legacy of the Raj in the region Pakistan’s armed forces contributed actively to the internal and external security of the regimes in the region Pakistan’s deepening security ties with the region put India on the political defensive But a number of factors are now transforming the security environment in the Gulf Among these are the Arab Spring and its consequences for the internal stability of many regimes the rise of Iranian power the growing sectarian tensions between the Shia and the Sunni the rapid growth of the Islamic State the fall in oil prices and the prospects for a political reconciliation between America and Iran As a result the Gulf kingdoms have begun to rethink many of their past assumptions For one they have begun to look east They recognise that China and India have emerged as the largest customers for the region’s oil as the US dependence on Gulf oil declines Although the US will remain the most powerful external military power in the Gulf for the foreseeable future the Arab regimes have begun to spread their political risk by diversifying their security and political partnerships This allows India to boldly re-imagine its role in the region In the early 2000s the government of Atal Bihari Vajpayee stepped up military exchanges with key countries in the Gulf But India’s defence diplomacy in the Gulf has remained far too tentative Political ambivalence and bureaucratic indifference in the ministry of defence during the UPA years has meant that Delhi could not take full advantage of the new eagerness in the region for strategic partnerships with India A significant role for Delhi in regional security is inherent in India’s size geographic location potential to drive collective economic growth and strategic capabilities As India’s comprehensive national power grew since the early 2000s so has the demand for India’s military contributions at both bilateral and multilateral levels in securing the balance of power in Asia and the Indian Ocean Unlike the UPA government Modi is less inhibited in acknowledging and acting on India’s new possibilities in shaping the regional balance of power Defence and security cooperation have become quite integral to Modi’s engagement with the East Asian states and the island states of the Indian Ocean They have also figured at the top of the PM’s agenda during his recent visit to the five Central Asian states But most observers would think an Indian security role in the Gulf is a bridge too far for Delhi But the rapidly changing security environment of the Gulf and the region’s sharpening internal contradictions are likely to make India an increasingly attractive strategic partner for many kingdoms Although India may have forgotten its strategic past regeneration economic dynamism and new social relations is fast dissipating We had reached a point where the long run had caught up with us; short-term palliatives were not going to be enough to confront the enormity of our development challenges But instead of a cycle of regeneration there is now a potential storm gathering from many directions that threatens to cloud India’s prospects Take the political storm first The political immaturity of India’s ruling parties at display is enough to the dent the confidence of the most ardent optimist Competition even a degree of mudslinging is the life of a democracy But we have taken it to unconscionable extremes and tied it to petty causes The BJP had a historic mandate to set a new tone in politics As a government it should go after corruption But this quest would be more credible if it applied the same standards to the ruling party as to the Opposition if it did not reek of vendetta against opponents and protection of one’s own What you get is not a polity on the path of regeneration but a state at the mercy of arbitrary will The Congress continues to show the most shocking subordination of the political to the personal that has marred its history Its charges against the BJP would be far more credible and it would cut a sympathetic political force if it were not adamant about sabotaging every institution for the government’s ability to inspire confidence in private investors The government has caught the UPA disease It used to veer from ad hoc explanation to ad hoc explanation on inflation; so does this government on why private investment is not picking up After the RBI cut interest rates its last ad hoc hope was also blown sky high The fact is the government itself does not have clear analytical handle on the economy Can you blame investors for thinking they do not know what world they are actually entering The response to investor concern is the same combination of yet another project proposal or an exhortation to take risk What the government does not get is that the real challenge is stagnating demand and the absence of a framework that can convince anyone that this government’s economic and regulatory philosophy is up to the task is enough to make investors nervous The fact that this economic stagnation will manifest itself most in rural India will also exacerbate the potential for a growing social storm The issue is under the radar but soon there will be immense pressure from parties like the RJD to release the results of the caste census and rejig reservation policy accordingly Hardik Patel was a canary in the mine It would be complacent to assume the social faultlines around caste have settled into some kind of equilibrium and we can now move on The heady combination of rural discontent and social faultlines will grow How the political system will negotiate these alignments is an open question The so-called toleration debate has quietened for the moment The issue was never whether the majority of Indians are tolerant; it was whether the incentives for those in public office or politics to communalise politics are increasing or diminishing All the incentives on the ground in Uttar Pradesh for instance suggest that communalisation is deepening The BJP is not the only party to blame But the aspiration of a new India to imagine a new conception of citizenship that detached rights from the claims and hierarchies of identity is going for a toss In short the heady potential of identity politics will yet make for another storm The institutional quagmire has been written about to death Not a single institution is on the pathway to serious regeneration: Parliament bureaucracy courts police and regulatory as well as investigative agencies Equally worryingly the challenges of development that we face from urbanisation to the environment technology to education require institutions to mediate complex forms of knowledge and elicit widespread social acceptance The biggest question mark over India is the ability of its institutions to do just that It could be argued that in significant ways the quality-of-life gains of growth are being severely constrained by this deep mismatch between institutional design politics and developmental needs The last election was fought against the backdrop of plutocracy and paralysis The battle among the plutocrats is still playing out in a form that spells institutional destruction The paralysis of leadership has been replaced by a different kind of paralysis Overt centralisation is undercutting the effectiveness of government The challenges of plutocracy and paralysis have not been resolved but these are overlaid by a sense of economic anxiety greater than we recognise and social faultlines that will bubble up faster than we think A perfect storm is about to brew while our politics continue to fiddle to the tune of institutional recrimination The writer is president comprising Vinod Rai (chairman) Vikram Limaye and Diana Edulji has recommended the extreme step to ensure the BCCI and its members fall in line with the Lodha reforms In its fourth status report submitted before the Supreme Court on Tuesday the COA has made a request to invoke Article 142 of the Constitution of India to impose new constitution – as per the Lodha Committee recommendations – on the cricket board and state associations The Supreme Court-appointed Committee has urged that the BCCI formally adopts its new constitution “prior to September 2017” before its next AGM The deadline recommended for the member associations to amend their respective constitutions is December 31 2017 The Committee of Administrators requests this Hon’ble Court to: “issue appropriate directions (including under Article 142 of the Constitution of India) to empower the Committee of Administrators to finalize the text of the New BCCI Constitution” the status report said adding: “direct the Registrar of Societies under the Tamil Nadu Societies Registration Act 1975 to give effect to the New BCCI Constitution immediately upon the Committee of Administrators submitting the same to the Registrar” By invoking Article 142 the Supreme Court can enforce its decrees and orders if it becomes necessary for doing complete justice The COA feels it is now the only option left to end the BCCI’s also state bodies defiance The apex court had accepted the majority of the Lodha Committee recommendations in its July 18 2016 order But even after a year the cricket board and its members have refused to accept the reforms in toto The next hearing in this case is scheduled on July 14 The COA had directed the BCCI to adopt the new constitution at its June 26 Special General Meeting (SGM) along with incorporating the new Conflict of Interest guidelines The members decided to set up a committee to narrow down the ‘critical’ points in the Lodha reforms instead And when another SGM was called on July 11 to deliberate on the special committee report that had raised its objection against four points in the Lodha reforms –one state-one vote three-member selection committee cooling off period for office-bearers and powers given to the function of professionals – six state associations opposed to the general body meeting citing a shorter notice and forcing its postponement The COA has also recommended that the cooling off period be applied concurrently in the BCCI and state associations so that “no person will be entitled to hold an office as an office-bearer immediately upon the conclusion of a 3-year term either in BCCI or in a State Association until the exhaustion of the cooling off period” Former BCCI president N Srinivasan represented the Tamil Nadu Cricket Association (TNCA) at the June 26 SGM and was reportedly pretty vocal Srinivasan is a ‘disqualified’ as an office-bearer in the BCCI and his state association as per the Supreme Court’s January 2 order Another ‘disqualified’ office-bearer Saurashtra Cricket Association’s Niranjan Shah too attended the general body The COA has said that “such disqualified persons have vested interest in stalling implementation of the Judgment” while maintaining that their representation “is contrary to the true intention and purport of the orders passed by this Hon’ble Court” The COA felt that “such disqualified persons were able to effectively hijack proceedings at the SGM” and requested the court to “take a serious note of the disruptive and subversive conduct of such disqualified persons…” The COA has lauded the acting BCCI secretary Amitabh Choudhary for showing intent in terms of implementing the Lodha reforms It criticised cricket board treasurer Anirudh Chaudhry for remaining “a mute spectator lacking the courage or conviction to speak in favour of the implementation…” The COA status report has also given the BCCI a rap on the knuckles for its “intransigence” to tackle Conflict of Interest issues Let alone incorporating the new guidelines the BCCI has even refused to adhere to the existing norms as it is still without an Ombudsman The COA has recommended six names for Ombudsman enclosed in a sealed cover for the court’s perusal Ramachandra Guha had alleged conflict of interest in several quarters in the BCCI while stepping down from the COA The Committee has made some modifications in the clauses since directing the BCCI management to have all cricket board contracts for two years without break The COA has requested the court to fill vacancies in the Committee that arose following Guha’s resignation and Limaye’s impending departure It has urged the court to consider former India cricketers Anshuman Gaekwad Kapil Dev and Bharat Reddy as members of the Steering Committee along with GK Pillai to establish the Players’ Association The COA has also said there’s a need to investigate “instances of misfeasance” in some state/member associations As reported by The Indian Express the COA was expected to come up with a stinging status report after failing in its attempt to “build up consensus” The COA had even informed the BCCI members that they would be considerate of a few issues in the Lodha reforms like one state-one vote and three-member selection committee because of practical reasons The BCCI however refused to budge Meanwhile a cricket board member said the BCCI’s line of defence at the next hearing could be challenging the Article 142 recommendation as according to him it can be invoked only when there’s a legal void “The BCCI is already
